Add oil, chopped onions, peppers, Jalapeno and minced garlic. Saute for 3 to 4 minutes.
Add spices along with a few tablespoons of water. Stir.
Add water and milk. Deglaze the pot. Add pasta and push under the liquid.
Pressure cook for 4 mins. Once done, release the pressure manually.
Add cheese and heavy cream. Stir until all the cheese melts into a smooth sauce.
Garnish with chopped cilantro and enjoy!
